The New Orleans Police Department (NOPD) is spying on you and lying about it. On May 29th, 2025, the Washington Post revealed NOPD’s secret collaboration with Project NOLA to use banned Chinese facial recognition cameras all over New Orleans to spy on you. There are more than 5,000 cameras across NOLA. All of them are run by Project NOLA executive director Bryan Lagarde, a former NOPD cop

In 2022, the New Orleans City Council banned facial recognition. But it gets worse. Through years of FOIA requests and research, I know that NOPD is lying about their unlawful use of Project NOLA and facial recognition software. 

In this Project NOLA Page, I see that the project boasts that the NOPD’s 8th District has a live-monitoring station: 

But when I asked about this arrangement, NOPD had no response:



Weird, but maybe a one-off mistake? Let’s ask some more questions:

The screenshot above shows a WDSU article about NOPD Detective Sarah Cherny along with an alert on June 8, 2024 from Project NOLA alert to Cherny. This is clear evidence that Project NOLA is alerting NOPD officers:



Never deterred, I tried again:

In the above screenshot, Project NOLA wrote about notifying NOPD of an alleged facial-recognition ID leading to an arrest. Once again, NOPD has no records. 



Let’s try again. Surely, NOPD isn’t illegally ignoring the City Council’s ban on facial recognition. 

In the above screenshot, Project Nola documents using facial recognition to allegedly identify a known suspect. Does NOPD follow the law and document its use of facial recognition? 

Again, no. NOPD contends that it has zero records of using facial-recognition technology.


The evidence is undeniable. Project NOLA is using banned Chinese facial-recognition software to spy on New Orleans.

There are more than 5,000 cameras throughout the city. Project NOLA is sharing their data with NOPD without accountability. There’s zero training and no records. But the New Orleans City Council banned facial recognition software. As New Orleanians, we cannot tolerate this violation of privacy. After all these lies, we cannot trust NOPD. 

The New Orleans City Council’s criminal-justice committee meets June 30th at 10 a.m. to expand NOPD spying powers. Please contact your Council member and tell them to rein in NOPD.
