Sgts and other ranks commonly brag about police reports they got "creative" {lied} on police reports to stay out of trouble and cover their butts. I wonder why this type of thing doesn't make the ightly news or the Time- Picayune. The Civil Service rules the the NOPD operate under help to provide a smoke screen where the department can "tak care of its own". You literally have to kill the wrong person on bourbon street, rape the wound, then have 100 videos of it show up on Youtube before officers are fired. Allowing the city to have its own civil service department is direct cause of this institutional problem. The state should take over and apply its own civil service standards to the city. This is a department with no culture of integrity. It was a terrible mistake for Landrieu to hire Serpas. This clown has deep ties to the good ole boy BS around the city. This is a good example of that. He talks alot to the media about reform and responsibility, but lets just see what happens to this guy Ward in the long run. My money says that it will be nothing.
