Otherwise, people will say "huh? when did this 'recovery plan' get drafted and approved?" The Unified New Orleans Plan ("UNOP") is what actually unlocked that $411 million of CDBG money; it's important to remember that almost two years passed after Katrina before city giovernment got any money for recovery (b/c the UNOP plan wasn't completed until Spring 2007, and approved months later), useful in reponding to the question, "where'd all that money go?"
